The Manufacturing Industrial Council for the South Sound (MIC) strongly supports a deliberative process that is thoughtful and careful regarding potential impacts to the limited industrial lands within the city and the businesses, jobs, and families that they support. As part of a healthy local and regional economy, the continued productive use of these critical assets should be preserved and protected. The MIC is concerned that the Tacoma Climate Action Plan as presented does not prioritize this asset, or industries like manufacturing that it affects. In addition, please review the noted suggestions and inquiries in reference to the Tacoma Climate Action Plan: CAP Appendix - Buildings and Energy (pg. 51-55) * Action 15 doesn’t list PSE as a partner but they should be a part of the conversation and listed as a partner. CAP Appendix - Consumption and Material Management (pg. 55-57) * Action 28 should mention recycling of other waste such as paper, plastic, and metal that goes through facilities that aren’t included in Tacoma’s solid waste facilities. There is no mention of private partners like Schnitzer Steel or Waste Management Northwest or WestRock, that might be helpful partners with this action. CAP Appendix - Financing Tacoma Climate Action (pg. 32) * Careful on paragraph 3. We are all for electrification and transition to renewable fuels, but the sentence on fossil fuels is a bit of a misrepresentation as it is written. It says that every dollar spent on fossil fuel goes to oil and gas companies outside of the city borders, but some of these oil and gas companies do have operations in and create jobs within city borders. Consider revising the statement to something like, “Switching away from fossil fuels to electricity and renewable fuels will benefit our community by reducing emissions. Because our electric utility is publicly owned, choosing electricity over fuels can help ensure that more dollars stay in our local economy than if they were to go to oil and gas companies headquartered outside of Tacoma. If our community invests…” * Please clarify the dollar figures for the electric utility versus the fossil fuel companies and cite this source. Is this trying to say that if the $643M/year paid to the fossil fuel companies for fuel instead went to Tacoma Power that the TPU would have an additional $66M in net revenue? Not sure it is safe to assume that all dollars going towards oil and gas in Tacoma today would go to TPU. It seems like some operations will need to run off renewable fuels. Also attached is a document that I offer for your consideration. It provides a perspective that is notably absent in this plan and process to date regarding Manufacturing. Recognizing the document is a broad survey, there may be ways locally to address the issues it elevates differently. However, it is vital that any pathway has direct dialogue with local and regional manufacturers as part of the process. Thank you for your time and attention.
