The Final Environmental Impact Statement (Final EIS) for Home in Tacoma is now available, which evaluates the potential environmental impacts of the proposal. This Final EIS has been prepared to identify any potential changes to the Proposal, supplement and improve the analysis, make any needed factual corrections, and respond to all public comments made on the Draft EIS.

Tacoma City Council held a public hearing on the Home In Tacoma Zoning and Standards package on Tuesday, September 24, 2024. Thank you for providing your comments for City Council to review. Comments received can be reviewed below.

The Planning Commission provided their final recommendation for the Home in Tacoma (HIT) packet at their June 5, 2024, meeting. These recommendations include decisions on zoning, including three new Urban Residential zones for low and mid-scale density, parking, including Reduced Parking Areas, and landscaping, including tree retention and minimum planting requirements. Review Planning Commission recommendation documents below to learn more.

Housing Equity Taskforce

The Planning Commission and the Human Rights Commission have joined to form the Housing Equity Taskforce (HET) to provide focused input on equity and social justice considerations associated with housing.

As of June 2022, the Housing Equity Taskforce is on temporary pause to give time to update the membership and to develop a more specific scope of work. 

Home In Tacoma Phase 1 Adopted

The City Council took final action on Home in Tacoma Project - Phase 1 on December 7, 2021, through adoption of Amended Ordinance 28793.

The City Council's action adopted a new housing growth vision, updated housing policies, enabled Missing Middle Housing in Tacoma's neighborhoods, called for actions to ensure Tacoma gets housing growth right, and called for actions to make housing more affordable.

Ordinance 28793 also initiated Phase 2 - an initiative to develop zoning, standards and actions to support housing growth.

In addition, Ordinance 28793 adopted a package of near-term code changes and a Housing Action Plan guiding long-term efforts to better meet housing goals.

Home In Tacoma Project - Phase 1 includes changes to the initial Planning Commission proposals recommended by the City Council Infrastructure, Planning and Sustainability (IPS) Committee on October 27, 2021 as well as changes made by the City Council at their December 1, 2021 Special Meeting.

Ordinance 28793 provides direction on Phase 2 implementation efforts and adopts the following components:
