This workshop is intended for organizations who are new to applying or have limited experience applying for local Affordable Housing Development funding. The workshop will provide a detailed look into the application process and application documents. After the 2025 Affordable Housing Notice of Funding Availability (NOFA) is released in March 2025, the City will be limited in the type of assistance it can provide on the application materials. This workshop will be beneficial in providing participants an opportunity to ask specific questions, prior to the NOFA release. In preparation for the workshop, we are accepting questions in advance. Please email questions to Tammi Garofalo at tgarofalo@cityoftacoma.org by Friday, February 14, 2025 by 4pm. Questions will also be accepted during the workshop.

 

When submitting questions, please provide your name, company name, title/role, and a phone number. This will be helpful if additional communication is needed.

 

If applying for local affordable housing development funds is of interest to your organization, please plan on attending. This workshop will not be recorded.

 

NOFA Information

Funding Opportunities

 

The 2025 Notice of Funding Availability (NOFA) for Affordable Housing Development and Preservation is now available. Funding will support the following:

  • Construction of new multi-family rental or homeownership housing for low-income households

  • Acquisition of existing multi-family rental or homeownership housing for low-income households

  • Assistance for low-incom­­­e, first-time homebuyers

     

Important deadlines

Closing Date:  There is a two-part deadline in 2025:

  1. Request Application Submission Folder by Wednesday, April 23, 2025, by 3 p.m.

  2. Submit Application materials by Thursday, May 1, 2025, by 3 p.m.

NOFA information, instructions and application materials can be downloaded at the link below starting on Thursday, March 13, 2025. Contents of the folder include:

  • 2025 Affordable Housing Notice of Funding Availability Application Information and Instructions (pdf document).  (Refer to section IX. Application Materials for all application materials and section XI.  Application Deadline, Formatting and Submittal Instructions for the application deadline, formatting and submission instructions.)

Subfolders with application materials are available for download based on the following project types:

  • Multi-Family Rental

  •  Homeownership

    • New Construction and/or Acquisition with Rehabilitation
    • Affordability Subsidy
    • Down Payment Assistance

  • Community Housing Development Organizations (CHDO)

In addition to downloading the application materials that pertain to your particular project, you must also make a request for an Application Submission Folder to use when the applications are complete and ready to submit. To make a request for an Application Submission Folder, send an email by Wednesday, April 23, 2025 at 3 p.m. to tgarofalo@cityoftacoma.org with the subject line “2025 Affordable Housing NOFA Online Application Submission Folder Request”. Include the following information in the body of the email:

  • Project Name

  •  Project Sponsor/Developer

  • Name and email address of each person who may need access to the folder

A link to an Application Submission Folder will be sent by Community and Economic Development Department staff to the email address provided by the requestor. Completed application materials should be uploaded to your folder before the application deadline date and time.

 

 

Public Information Session for Applicants


If you plan to submit an application for funding, you are strongly encouraged to attend our Zoom Public Information Session on March 20, 2025 from 1 p.m. to 2 p.m., Pacific Standard Time. The session will provide an opportunity to ask questions about the application and application process.

Questions and Answers about the 2025 Affordable Housing NOFA

 

If you have questions regarding the 2025 NOFA for which you would like a response from Housing Division staff, they must be submitted no later than April 2, 2025 at 12 noon. Staff will make best efforts to answer questions received after this date as well but cannot guarantee a response. Questions may be submitted electronically to cedhousingdivision@cityoftacoma.org with the subject line “2025 AH NOFA – Question Submittal”. All questions will be answered as they are received.  A complete list of all questions and answers will be posted on this website at this link no later than April 16, 2025.
