The City’s Neighborhood Planning Program (NPP) provides enhanced planning and development support to help communities create strong, vibrant, and diverse neighborhoods.
City Council identified the Proctor Neighborhood as a priority for the pilot year of the Neighborhood Planning Program. The Proctor NPP is focusing on:

The Proctor Neighborhood Plan is underway! We have a list of draft Proctor Neighborhood Plan Actions based on hundreds of project ideas we’ve gotten from you and your neighbors, and we want to hear from you on our online engagement platform.

Project Map
For the purpose this
plan, we are defining “neighborhood” as the Mixed-Use Center and the surrounding residential neighborhood. These boundaries may be adjusted during the planning process, but it is important to include public amenities (such as parks and schools) that service the core neighborhood.
The Call: Get Involved, Stay Engaged!
Neighborhood stakeholders, led by a stakeholder committee working closely with a consultant team, are determining the goals of the plan and assist with creating a roadmap for implementation.

Volunteer to assist with surveys, leading outreach, hosting an event, or helping build connections with community members who prefer Spanish, Russian, Khmer, Vietnamese, Korean, Tagalog, ASL or other languages.
Estimated Timeline
We kicked off the program in fall 2022 andanticipate completing the plan and starting the early implementation process within 12 to 18 months.
Fall 2022: Neighborhood profile and outreach
Winter: Evaluate existing conditions and propose recommendations
Spring: Plan actions and identify resources
Summer-Fall 2023: Finalize plan and roadmap for implementation
Winter 2024: Council adoption and ongoing implementation
Project Funding
The NPP will provide funding for technical support consultant team and some prioritized implementation. Major projects will be accomplished through partnerships between the City and its partners.
