Flat rate-for-hire vehicles transport people for compensation but are different from taxicabs because they charge a flat rate per trip, rather than a metered fare like a taxi.
Flat-rate for-hire vehicles may use a dispatch system, service, or online application or be hailed from the street.
Flat rate-for-hire vehicles have the same requirements as a metered-for-hire vehicle as outlined in Tacoma Municipal Code 6B.220 with the exception of a meter inspection and inspection fee.
In addition, to ensure that there is no confusion between metered and flat rate for hire vehicles, the flat rate for-hire vehicle must follow these requirements:

The exterior of vehicle must be clearly marked as “flat rate”
- The words “taxi,” “cab” or “taxicab” cannot be marked on the vehicle
- There shall be no meter inside the vehicle
- There shall be no top “taxi” light on the vehicle
- The flat rate (fare) must be transparent to the rider before accepting the ride
