Community and Economic Development Executive Profile

Appointed in January 2025 as Acting Director of the Community and Economic Development Department, Carol Wolfe is responsible for the development, administration, leadership and implementation of the City’s strategies and programs for neighborhood revitalization and business assistance, business recruitment, retention and expansion, as well as housing initiatives and partnerships that will offer equitable access to programs and resources for the citizens of Tacoma with a special focus on underserved or underrepresented communities.

Carol has over 28 years of experience in the community development sectors, with 26 of those years directly employed with the City of Tacoma in the Community and Economic Development Department. Prior to her appointment as Acting Director, Carol served as the Division Manager of the Business Services and Workforce Development team. Her primary focus was managing Revolving Loan Funds, workforce pipeline development, community-based services, Neighborhood Business District engagements, and public infrastructure investment programs. Carol and her team managed a $2 million grant program supporting Tacoma residents and businesses.

Carol is a member of the Pierce County Asset Building Coalition Board & Executive Committee, and a Downtown on the Go Board Member. She is also a Hilltop Artists Board Member and Strategic Development Committee Member.

Carol’s work has garnered awards including the Empowerment Award from the Tacoma Urban League in 2022, as well as the Sound of Progress Award from Sound Outreach in 2023.

Carol has a B.A. in Community Development from Evergreen State College. She is a longtime City of Tacoma resident and is thankful for the opportunity to build a resilient and thriving community where she lives and works.
